NTSC doesn't really have anything to do with fullscreen/widescreen. The region 1 Buffy/Angel/Firefly DVDs are all NTSC. It's a TV encoding standard that's used in North America as well as a few other places, as opposed to PAL which is used in Europe and much of the rest of the world. Wikipedia tells all.
Basically, it's just saying that the DVD will be playable on any North American DVD player. If you're in a PAL country you'll need to have an NTSC converting player. Shouldn't have to worry about regions though since I'd assume it's a region free DVD.

Last night I had to sit through (an unsubtitled) S3 of Catherine Tate while wondering what everyone was laughing at. Tis no fun.

Someone did post about it on the Official Fan site. http://doctorhorrible.net on the message board. And also since Joss is taking direction/hints from Felicia Day, we would hope it would since hers did.
Need captioning on the outakes too. Sometimes on the outtakes, the words are not clear at all and turning on the captioning helps alot to get all the funny.

It appears so. I placed an order and they didn't seem to make any disctinction bewteen US and elsewhere except for converting the cost before charging it to my credit card. My order with an Australian credit card to an Australian address was made easy by a handy drop down menu list of Australian states/territories and was accepted at a price of only AUD 21.93!
Yay for a TV and DVD player that both play NTSC and region 1 as well as the local stuff.

My understanding is that people in Europe, at least, are likely already to have TVs which can display NTSC without the need for a converter.

A fair proportion of my DVDs aren't region 2 and i've never had issues playing them - even on my previous telly which had scorch marks from the big bang on the casing ;).
(early players would sometimes output NTSC signals in black and white or not at all but - to my fellow unAmericans ;) - if your DVD player's 5 years old or less that's very unlikely to be a problem I reckon)
I've gone ahead and pre-ordered but thinking about it, i'm not sure I should have - clearly the free postage offer is going to cost more for overseas buyers, feels like i'm taking the piss slightly by effectively paying less for the DVD. Might donate a few dollars to compensate.

I'm used to ordering things overseas, and despite the fact of them clearly being a lot more expensive than local postage, it's not so much, that I'm not willing pitch in those few bucks myself.
